Libya: Security Council Members Urge Parties to Engage Seriously in UN Roadmap

Members of the UN Security Council reiterated their full support for the Special Representative of the Secretary-General for Libya, Hanna Tetteh, including her mediation role and good offices to promote a comprehensive political process in Libya, and the roadmap she announced on August 21, 2025.
In a press statement, the Council members urged all relevant Libyan parties to engage fully, seriously, and immediately in the Special Representative’s political roadmap, according to the UN Daily News Bulletin.
They also urged the parties to demonstrate the political will and consensus to advance a Libyan-led and Libyan-owned process, and to refrain from any unilateral actions that could entrench institutional divisions, undermine the prospects for national reconciliation, and worsen Libya’s financial and economic situation.
The Security Council members noted the importance of making progress towards unifying all institutions, including military and security institutions, and stressed the importance of preserving the unity and independence of the judiciary.
The Security Council members called for the implementation of the unified development program and emphasized the importance of a unified budget to prevent further economic deterioration. The members of the Security Council reaffirmed their respect for Libya’s sovereignty, independence, territorial integrity, and national unity, and the need to refrain from any external interference.
They also reaffirmed their firm commitment to the central role of the United Nations in facilitating an inclusive, Libyan-led and Libyan-owned political process, facilitated by the United Nations and supported by the international community.
They called on the international community to support the Special Representative of the Secretary-General and the United Nations Support Mission in Libya (UNSMIL) in carrying out their mandates.
It is worth noting that last September, the members of the Security Council called on the Libyan parties to participate fully and without preconditions in a Libyan-led and Libyan-owned political process facilitated by UNSMIL.
In a press statement issued at the time, the members of the Security Council welcomed the briefing given by the Special Representative of the Secretary-General for Libya, Hanna Tetteh, on August 21, which outlined a roadmap for moving forward with a Libyan-led and Libyan-owned political process. Among the objectives of the roadmap are:
Ending the transitional period;
Achieving progress towards an agreement on unified institutions;
Holding free, fair, transparent, and inclusive presidential and legislative elections, in accordance with Security Council resolution 2755 (2024), within a total timeframe of 18 months;
In parallel, conducting a structured dialogue with Libyan institutional actors and the Libyan people.
The members of the Council called upon Libyan institutional actors to participate fully, transparently, and in good faith, without preconditions, and to make the necessary compromises to move forward in a Libyan-led and Libyan-owned process, facilitated by the United Nations Support Mission in Libya (UNSMIL).
The members reiterated their call upon the international community to support this process. They also welcomed the resumption of the work of the International Follow-up Committee on Libya, also known as the Berlin Process, and encouraged its continued progress.
The members of the Security Council noted the importance of making progress towards the unification of all institutions, including military and security institutions. They called on the relevant institutions to take the necessary steps to finalize the financial arrangements and establish a unified budget to ensure the stability of the Libyan financial system for the benefit of all Libyans.
The Security Council members noted with concern the fragile security environment in Libya and stressed the importance of maintaining security and stability throughout the country. They urged all Libyan parties to respect the 2020 ceasefire and to refrain from any unilateral action that could jeopardize the fragile security situation and the safety of civilians.
In the press statement, the Council members welcomed the recent completion of municipal council elections in 34 Libyan municipalities and commended the High National Elections Commission for its efforts.
They noted the postponement of local elections in a number of municipalities. They also reiterated the importance of ensuring the full, equal, meaningful, and safe participation of women in this process.
The members stressed the importance of all Libyan parties making urgent progress toward achieving lasting peace, stability, and security for the Libyan people. They also reaffirmed their respect for Libya’s sovereignty, independence, territorial integrity, and national unity.
