Brussels: Europe and the Arabs
The impact of climate change on security and foreign policy will be very high on the European political agenda from now until the 28th session of the international conference that will be held in the United Arab Emirates. The topic of climate and energy was in the discussions of the ministerial meeting, and the statement quoted a statement by the European official, in which he said, “We need to redouble our efforts to make sure that COP28 offers more than just a reiteration of the ambitions that already exist.” He added, “That is why we will work with the Vice-President of the Commission in charge of the [European Green Deal] file.” Frans Timmermans submits a joint letter to the [European] Commission on these issues.
"We have to push for an urgent reform of the multilateral development banks. This is a good opportunity for that. These kinds of changes only happen when there is a major crisis looming, and certainly, we need to increase climate financing beyond the traditional donor level," the remarks said. The level of traditional donors is enough: we need to reform the multilateral development banks.
Borrell noted that he will meet UN Secretary-General Antonio Guterres in New York later this week, "and this will be part of our meeting. We will also discuss this urgency, among other issues."
According to the European statement, "One year ago, four days before Russia launched its invasion, we agreed to our climate diplomacy. But four days later, the world has changed. The Russian invasion has a huge impact on the global energy market and clearly showed that there is a need for increased global action among the largest emitters." And strong support for our partners in the green transition. And we know that the threat of a changing climate and environmental degradation have serious implications for peace and security. It's not just about rising temperatures; it's about global risks [to] peace and security. These are systematically affected by climate change, and we have to integrate [ climate and energy] systematically in our foreign and security policies.
