
EU countries have provided protection to more than four million people who fled Ukraine due to the war..most of them in Germany, Poland and the Czech Republic

The European Statistical Office in Brussels said that on 31 July 2024, more than 4.1 million non-EU citizens, who fled Ukraine as a result of the Russian war of aggression against Ukraine, now had temporary protection status in the European Union.
The EU countries hosting the largest number of beneficiaries of temporary protection from Ukraine at the end of July 2024 were Germany (110,600 people; 26.9% of the EU total), Poland (976,205; 23.7%), and the Czech Republic (369,610; 9.0%).
Compared to the end of June 2024, the largest absolute increases in the number of beneficiaries were observed in Poland (+10,430; +1.1%), the Czech Republic (+8,834; +2.4%), and Romania (+4,250; +2.6%). The number of beneficiaries decreased in Luxembourg (-470; -11.0%) and France (-470; -0.8%). Starting from July 2024, Germany removed from the reported stock of persons under temporary protection all individuals whose temporary protection status was no longer valid because they had either obtained another protection status or had definitely left German territory. Compared to the end of June 2024, this resulted in a significant decrease in the number of persons under temporary protection reported by Germany, with a decrease of 236,925 persons (-17.6%).
Compared to the population of each EU country, the highest proportion of beneficiaries of temporary protection per thousand persons at the end of July 2024 was observed in the Czech Republic (33.9), Lithuania (27.4) and Poland (26.7), while the corresponding figure at the EU level was 9.2 per thousand persons.
On 31 July 2024, Ukrainian citizens accounted for more than 98% of beneficiaries of temporary protection. Adult women accounted for almost half (45.3%) of the beneficiaries of temporary protection in the EU. Children accounted for almost a third (32.4%), while adult men accounted for more than a fifth (22.4%) of the total.
The data indicate that temporary protection status was granted based on Council Implementing Decision 2022/382 of 4 March 2022, which confirms the existence of a mass influx of people displaced from Ukraine due to the Russian Federation’s war of aggression against Ukraine, and provides temporary protection.
On 25 June 2024, the European Council adopted a decision extending temporary protection for these persons from 4 March 2025 to 4 March 2026.
