Brussels: More than four million people migrated to the European Union from countries outside it

In 2023, 4.3 million people migrated to the European Union from non-EU countries. This figure does not include asylum seekers and/or refugees from Ukraine who are covered by temporary protection in certain countries. In addition, 1.5 million people migrated within the EU. Compared to 2022, the number of migrants to the EU decreased by 17.9%, from 5.3 million, while the number of migrants within the EU remained stable at 1.5 million.
This information is derived from migration data published by Eurostat, the European Statistical Office in Brussels.
Overall, the number of migrants from non-EU countries per 1,000 inhabitants in the EU in 2023 was estimated at 10.
Regarding the resident population, Malta recorded the highest rate of migration from EU and non-EU countries in 2023 (76 migrants per 1,000 inhabitants), followed by Cyprus (43) and Luxembourg (40).
In contrast, Slovakia recorded the lowest immigration rate, with one migrant per 1,000 inhabitants, followed by France (6) and Italy (7).
The highest proportion of migrants from other EU countries was in Luxembourg, and the lowest was in the Czech Republic.
In almost all EU countries, the total number of migrants from outside the EU in 2023 was higher than the number of migrants from other EU countries. The only exceptions were Luxembourg (85.7% of migrants from other EU countries) and Slovakia (57.5%).
The highest proportions of migrants from non-EU countries were recorded in the Czech Republic (89.2%), Lithuania (88.9%), and Ireland (87.2%).
